Adding commits one at a time as I work through reconciling https://github.com/barbacbd/installer/blob/ff3d746acea515479b9cc3beb8e421aa1024ad5c/docs/user/gcp/install_upi.md with the product doc.
Also deconditionalizing the VPC file since it does not need to be included in the shared VPC UPI assembly (since VPC already exists in that path)
