Populate retry allowlist from BigQuery retry_statistics data

Add 1384 jobs (periodic and presubmit) that historically benefited
from test retries (had at least one test pass on retry).
Rehearsal and infrastructure jobs are excluded.

This list should be reduced over time as flaky tests are fixed.
Jobs removed from this list will no longer be allowed to retry
and must pass all tests on the first attempt.
