now time_setDST can be called with
TIME_setDST 0 3 1 2 1 0 10 1 3 0or
TIME_setDST 0 3 1 2 60 0 10 1 3 0DST offset will never be 1 minute, so in case the offset is "1" we'll assume 1 hour, else interpret as minutes.
