[dataplane_adoption] Make netconfig mtu configurable

Since [1] included in 17.1 correct mtu's need to be
set for os-net-config to succeed. During dataplane_adoption
run as we use os-net-config from 17.1 so we need to override
it as per infra in the netconfig.

Allowed to configure both individual network mtu or all network
mtu with network_mtu.

mtu needs to be an integer else infra-operator rejects it with:-
json: cannot unmarshal string into Go struct field Network.spec.networks.mtu
of type int

So added a task to pre process it and convert mtu to be an integer.
