[18.0-fr5] [BGP] Remove unused IPs from dataplane nodes

Add documentation for adopting Distributed Compute Node (DCN)
deployments from OSP17 to OSP18. DCN adoption follows the standard
adoption procedure with additional steps for multi-site networking.

New sections integrated into existing chapters:

- 1.5: Overview of DCN adoption - explains multi-stack to multi-nodeset
  mapping and links to DCN-specific procedures
- 1.9: Configuring spine-leaf networks - conceptual overview of routed
  provider networks, multi-subnet NetConfig, and per-site physnets
- 4.5: Configuring control plane networking for spine-leaf topologies -
  procedure for updating NetConfig with remote site subnets and adding
  routes to NADs (internalapi, ctlplane, storage, tenant)
- 5.3: Configuring data plane nodesets for DCN sites - procedure for
  creating site-specific nodesets with ovn-dcn service and inter-site
  routes in edpm_network_config_template

Also updates adoption limitations to clarify that DCN with storage
services at remote or edge sites is unsupported, rather than all DCN.
