Do we really need to add presets separately? There is already amenity=fountain. This is only used to describe the type of fountain.

I don't understand your feedback. The change suggested here will improve the way the drop-down works. It only relates to the field.

On second thought, fountain=bubbler is used with amenity=drinking_water not amenity=fountain.

Indeed taginfo https://taginfo.openstreetmap.org/tags/fountain=bubbler#combinations shows that fountain=bubbler is combined with amenity=drinking_water in 97.7% of cases.

Should/could we have different fountain=* field suggestions depending on the amenity tag? Or if one has amenity=fountain and selects fountain=bubbler to make a tag suggestion to change it to amenity=drinking_water?

It's a weird quirk that goes against the standard amenity=drinking_water + drinking_water=* or amenity=fountain + fountain=* style of tagging.
