Fix CCE endpoint overriding

Fir the way how we workaround broken service catalog configuration, so
that we can use OTCE for other environments also (ensure
/api/v3/projects/project_id instead of hardcoding).
Also fix metric naming for CCE not to cause explosure on the influx
side.
