…act` with increased verbosity for troubleshooting (#36762) ### Details: (re-creating #36615 due to a file not committed via Git LFS keeps showing up) Troubleshooting silent failures during steps using `actions/download-artifact` and `actions/upload-artifacts`. It's based on @akashchi changes, it's a bit hacky, but that's the only logical next step. ### Tickets CVS-186758 ### AI Assistance - AI assistance used: yes - AI made modifications in TypeScript components (both `*-artifact` actions and `artifact` library from `toolkit/actions` GitHub repository) to log more often.
