…tsPass. Instead of running a separate MergeInferredFragmentsPass after uniquify, merge each newly created inferred fragment into an existing same-mesh fragment directly within the pass. Removes the separate pass from the export pipeline. PiperOrigin-RevId: 908184894

Instead of running a separate MergeInferredFragmentsPass after uniquify,
merge each newly created inferred fragment into an existing same-mesh
fragment directly within the pass. Removes the separate pass from the
export pipeline.
