Move `getFollowsControllerNamespaceChanges` and `withNamespacesInheritedFromController` to `InformerEventSourceConfiguration`

Currently are in InformerConfiguration, but logically does not belong there.

This is used for getEffectiveNamespaces which is used in different spots. At this point, I'd rather leave it as-is.
