Turn this into a template repository

A Fastly convention is that starter kit repositories be template repos. Turning `optimizely/fastly-compute-starter-kit` into a template repo will also enable ["Deploy to Fastly"](https://deploy.edgecompute.app/optimizely/fastly-compute-starter-kit) functionality.
