[FEATURE] Add OKE Karpenter fast-start optimizer sample

Summary

• Adds a new self-contained OKE Karpenter fast-start optimizer sample.
• Includes Terraform for OKE, IAM, KPO/Karpenter, networking, and optimized worker image creation.
• Includes a Packer pipeline, optimized bootstrap templates, scale-test workloads, and README run/cleanup instructions.
