This PR adds a notebook on building a code review assistant using Agent Spec (https://github.com/oracle/agent-spec).
The notebook guides developers through creating an AI agent with Agent Spec for automating GitHub pull request reviews using MCP. The agent is then executed in frameworks like WayFlow (https://github.com/oracle/wayflow) and LangGraph.
