This PR improves APISIX reliability by enabling failover across all Eureka replicas, preventing stale keepalive connection errors, and registering the required OpenTelemetry runtime plugin metadata. This eliminates intermittent registry refresh failures and repeated OpenTelemetry warnings while restoring reliable trace export.
