cryptic dotnet error

I have a program that fails and throws:

This is of course 8bitdo's configurator for controllers, which I had definitely gotten running at some point in the past.

I'm not entirely sure what this is saying is missing. Seems like it's coming from a call within the dotnet runtime from their clrcompression.dll. At first I thought maybe that dll was what it thought was missing, but no, it's there. I thought it might be the dotnet version, but no it seems like that's the thing that's running. I don't see any .deps.json anywhere. Any ideas?
