tool upgrade causes build to break Hugo 1.23.6->1.23.8 and node 21.6.2_1 -> 21.7.1

Before I start debugging this, wanted to check if you've seen this before.
Hugo with hbstack working perfectly with old tools.
Upgraded Hugo, go, and node and all of a sudden builds are failing with access to hb/modules//js/panel.

I did note that Hugo changed the way multilingual tags were being processed...?

Yes its known issue with Hugo 0.123.8, see hbstack/hb#189
