Why are the 'elements' static files included in the repo?

According to 45fe1a6 this is intentional?

But any npm run dev rebuilds them, and copies them over again and the 'chunks' for one are completely remade, and the base 'js' files are out of sync?

Can the 'chunks' be removed and ignored at least? Or all the files?
