This PR adds a GitHub Actions workflow to validate documentation quality for RERUM Server. The workflow checks that required documentation files exist and verifies that key utility files include JSDoc-style parameter and return documentation.
This supports recent documentation improvements across headers.js, rest.js, predicates.js, and versioning.js, while improving developer onboarding and long-term maintainability.
