module.api_access[0].aws_instance.api_server is being replaced, and the current instance 540044833068.eu-west-2.ec2-instance.i-0cff13d553da3fe3a is not identity-pinned: its private_ip, private_dns, and primary ENI are all becoming (known after apply) rather than being preserved. In current state, that instance owns private IP 10.0.101.34, EIP 13.134.236.98, and serves the NLB target group txn-feed-terraform-example, which currently has a healthy IP target at 10.0.101.34:9090.

When Terraform replaces the instance, AWS will allocate a new primary interface and can allocate a different private IP. The existing IP target 10.0.101.34:9090 will disappear with the old instance, and the target group attachment must be recreated against the new address before traffic can recover. That will cause a period where the feed target is absent or unhealthy, breaking clients behind the NLB and any dependency that still expects the old private address or DNS name.
