Cargo check gives error for wasm build

Cargo check gives following error, its a old problem that's not been solved.

error[E0433]: failed to resolve: use of unresolved module or unlinked crate `jsonrpsee_helpers`

But error disappears with adding .cargo/config.toml

Mmm IIRC jsonrpsee has feature flags that mean enabling its "web" feature also requires the target to be wasm32-unknown-unknown, otherwise the relevant things are cfg'd out. We should probably check in jsonrpsee how it handles the newer wasm32 target and otherwise may be able to improve on this but in general our web feature assumes you'll be compiling to wasm.
