The .NET 8.0 and .NET 9.0 CI test jobs are failing with System.Net.Http.HttpRequestException / SSL decryption errors in integration tests (RelationTests, UserTests).
This is a CI infrastructure issue, not a code issue. The last successful CI run on master was 2025-03-30. All runs since then fail with the same errors.
