Fix pod lib lint (#179)

* [TravisCI] upgrade to Xcode 10.1, run a complete pod lib lint, add a workaround for Cocoapods < 1.6.0

* publish.sh: add workaround for CocoaPods < 1.6.0

* [CircleCI] remove redundant pod spec lint
