chore: reset version to 0.0.0 for first release (#74)

The manifest and package.json said 0.0.1 but that version was never
published or tagged. Release-please was proposing 0.0.2 as the next
bump, skipping 0.0.1 entirely. Reset to 0.0.0 so release-please
correctly proposes 0.0.1 as the first release.
