Look for alternative code highlighting library

We had to drop our code highlighting library due to a vulnerability/lack of maintenance. We need an alternative solution.

Have tried:

• Switching to CodeEditor from CodeBlock: no good for RHDH

Had a go at this - unfortunately, it would require a behavior change for expandable code. This is unacceptable to our downstream product friends. Will look for alternative highlighting library we can sub in instead.
