Pagination controls are not available at smallest viewport sizes

As a result, there is no way to see additional pages of results at the smallest viewport sizes.

Transferring to react, it appears that Pagination doesn't show on mobile view for the top variation and will need an update.

@rhamilto want to just check, would using a bottom pagination be a resolution for your use-case at all?

Gonna be transferring this back to data-view repo. Essentially, there is the recommendation that a bottom pagination also be used to keep controls on screen regardless of viewport width, but we need to tweak some things within the DataViewToolbar to get bottom pagination to work correctly. Currently passing variant="bottom" to a Pagination at the bottom (like in our data view pagination toolbar example) causes some visual breakage (next/previous buttons and the page select toggle stacking on top of one another).
