OGV Theora Broken In v19.0+

Description:

Attempting to convert videos from the MP4 format to the OGV/Theora format in v19.0 of Shutter Encoder (+ onwards, happens in v20.1) results in heavy artifacting that creates unusable videos.

Starting in v19.0, this problem occurs; using an earlier version of Shutter Encode like 18.9 creates normal, non-artifacting renders, as shown in the video above.

Reproduction Steps:

1. Download source video (mp4)
2. Download v18.9 of SE
3. Convert the source video to Theora using default settings in v18.9
4. Attempt video playback in VLC, video plays
5. Download v19.0 of SE
6. Convert the source video to Theora using default settings in v19.0
7. Attempt playback in VLC, video is mangled

Thanks for that feedback,

This is an issue related to FFmpeg, I need to update it. It should solve the issue then. Unfortunately the next build is already built so it will be for the v20.3.

Currently you can copy the files from 'Library' folder from the v18.9 to the latest version.
