Error: GitHub Actions is not permitted to create or approve pull requests

During the workflow execution, I got this error today:

Create or update the pull request
  Attempting creation of pull request
  Error: GitHub Actions is not permitted to create or approve pull requests. - https://docs.github.com/rest/pulls/pulls#create-a-pull-request

Does it mean that GitHub has changed something and the action won't work anymore? Are there any workarounds?

Hi @karollewandowski

In all new repositories, you now have to explicity enable this in the Actions setting.
