allow unattended initial user creation during web setup

The bulk user import created via #9652 expects a fully working setup.
It would be good if the initial user could be added to an empty web setup in the same way importing the user(s) from a json file.

I think the pieces should be all there and the database would (just?) need initialisation during bulk import if not already present.
