chore: remove sqruff-cli.tar.gz binary and add to gitignore (#565)

Added `sqruff-cli.tar.gz` to .gitignore and removed the binary file from the repository. This prevents the binary archive from being tracked in git, keeping the repository cleaner and reducing its size.
