chore: bump devDeps and npm packageManager

Updates packageManager to npm@11.18.0, bumps @types/node, prettier, typescript-eslint, and transitive deps (rolldown, vite, postcss, etc.). Also adds phase prefixes to CHANGELOG release titles.
