Bump ESLint/Rollup versions and tidy workspace

Update package.json to use npm@11.17.0 and bump eslint to ^10.5.0. Regenerate package-lock.json to pick up dependency updates (including rollup and related packages, acorn, obug, etc.). Also clean up spectre-shell-signals.code-workspace JSON formatting (remove trailing commas and minor whitespace fixes) to keep workspace config consistent.
