Bump Spectre deps and phase-tag release titles

Updates runtime dependencies to `@phcdevworks/spectre-tokens@^3.3.1` and `@phcdevworks/spectre-ui@^2.7.1`, along with minor tooling updates (`@types/node`, `typescript-eslint`, and `packageManager` to npm 11.18.0). It also normalizes historical changelog release titles to include explicit phase prefixes for clearer roadmap/release alignment.
