Mark App Shell done; bump dev deps

Update TODO to mark Phase 4d (App Shell Layout) as done (v2.3.0) and check the coordination item for @phcdevworks/spectre-ui-astro. Also apply lockfile updates for dev dependencies: electron-to-chromium 1.5.375 → 1.5.376 and yargs 17.7.2 → 17.7.3 (automated lockfile version bumps).
