[Tags] Add Payload to {target}

User and Target blocks currently provide whats equivalent to the user who used the tag and the user mentioned in the invocation

I would like to request a payload be added target where you would be able to specify a users id, a username and or nickname.

This would basically be the equivalent of a discord.Member converter, if not found it would use the users information.

Examples:

{target(proper):462364255128256513} would return PhenoM4n4n#0123
{target(name):1298312838123818238128382183812831283} would return the users name as that obviously isn't an id
