Replace Lerna with Nx for monorepo orchestration. Move shared config files into config/ directory. Create Nx plugins for API extraction, clean targets, package metadata sync, and docs generation. Remove per-package api-extractor.json files and scripts in favour of centralised Nx plugin targets. Update CI workflows with npm caching and Nx commands. Upgrade api-extractor and other safe dependency bumps.
