ext/intl: Add NumberFormatter::ROUND_HALFODD

The NumberFormatter::ROUND_HALFEVEN constant exists in PHP already, but its counterpart ROUND_HALFODD was missing.
This adds it, using `UNUM_ROUND_HALF_ODD`
