HTTP Error 404 (page not found) when downloading PHP 8.4 and 8.3 for Windows

Downloading the zip file of PHP 8.4 and 8.3 from php.net/downloads.php gives 404 error

In https://www.php.net/downloads.php , I'm trying to download PHP for Windows (ZIP), but all the links in 8.4 give me 404 error (page not found)

The problem is that 8.3.25 and 8.4.12 have already been uploaded, so the listed versions (8.3.24 and 8.4.11) are no longer available under the previous URLs. You can download 8.4.12 from https://downloads.php.net/~windows/releases/archives/.

(Note that there is something wrong with the 8.3.25 and 8.4.12 builds; see php/php-src#19599).

I do not think php/web-master@804f68e is updating the releases file as it still shows 8.4.11, it should have updated to 8.4.12.

Maybe it would be a good idea to only update the download form after the releases have been announced (old releases could be kept in the main directory, and only moved to archives after announcement). Although that would be a change from what we did so far.
