Describe the bug

When I run on Windows 11: pear install doc.php.net/pman

I get: No releases available for package "doc.php.net/pman"
install failed

I'd like to be able to download the documentation for PHP 8.4.

Steps to reproduce

1. Run: pear install doc.php.net/pman
2. Or: pear upgrade doc.php.net/pman

Expected behavior

Should install documentation locally on my Windows 11 computer.

I'm pretty certain pman is long dead and was replaced by phd, which is used to build all the documentation formats.

The phd available formats includes man pages (I was able to build these recently, but didn't check the output and don't use this format).

(Quick note: The PDF format is known to be broken. Building CHMs is problematic on recent Windows versions)
