New user email fails when the Admin user has an invalid email address

Describe the bug
When creating a new user, an email is generated to that user. Admins from the tenant are CC'd on the email. If the initial Admin user never updated their email address, then this new user email fails because the email address for Admin is admin.

2. Login as Admin and set password
3. Create another user.
4. See error
