fix(billing): add aria-expanded + touch support to BillingComputeGauge components

Summary

• Problem: billing.computeGauge.component.vue and billing.navComputeGauge.component.vue had tooltip-only disclosure with no aria-expanded attribute, making them inaccessible to screen readers (no state announcement) and unusable on touch devices (hover-only expand).
• Fix applied to both components:
  • Added aria-haspopup="true" on the activator element
  • Bound :aria-expanded to the expand/tooltip-active state on the activator
  • Added @touchstart.passive="onTouchActivate" handler that toggles expand/tooltip state on tap
  • Added isTouchDevice computed (via window.matchMedia('(hover: none)')) to gate hover-expand on non-touch devices
  • For billing.navComputeGauge.component.vue (Options API): added tooltipOpen data, isTouchDevice computed, onTouchActivate method, and v-model/:open-on-hover/:open-on-click bindings on v-tooltip

Verification

• 6 new unit tests in the a11y + touch describe block (3 per file):
  • aria-expanded defaults to 'false' on activator
  • onTouchActivate toggles state to true
  • second call toggles back to false
• npm run test:unit -- billing.navComputeGauge billing.computeGauge → 40/40 pass (34 existing + 6 new)
• npm run test:unit → 1690/1690 pass (101 test files, zero regressions)
• npm run lint → ESLint: No issues found

Note: base branch is feat/sidenav-gauge-revamp (the revamp PR that introduces the component this a11y fix addresses). This PR is a single a11y commit on top of that work.
