Add live request pulse to registry dashboard

Samples requestCount once per second into a 120-slot ring (2 minute
window) and serves it at /api/pulse. Dashboard renders a live bar
strip with current-per-second rate, and gains a dark/light theme
toggle with localStorage persistence.
