I have turned the contributing to pipecd plugins into a small section, and linked it from the main contributing plugins guide, this is a very concise summary of the whole guide of development of plugins for pipecd as we discussed in the slack thread Next steps: PTAL, and let me know if any changes are needed |

Adds a Plugin development resources page under Contribute/ Contribute to PipeCD plugins (with links, notes, and a work in progress tag)
Why we need it:
Having one place for plugin-dev links and tips until complete in-docs tutorials and book translation are added
