What this PR does:
Replaces the placeholder "work in progress" note on the Plugins page with a
comprehensive introduction to PipeCD's plugin architecture, including what a
plugin is, why the plugin-first approach matters, and a preview of the upcoming
Plugin Development Book with its full chapter outline.

Why we need it:
The Plugins page previously had no useful content for contributors or adopters
wanting to understand or build plugins. This gives readers a clear starting point
and links them to the translation tracking issue.

Which issue(s) this PR fixes:
Fixes #6679

Does this PR introduce a user-facing change?:

  • How are users affected: Contributors and adopters now see meaningful
    content on the Plugins page instead of a placeholder message.
  • Is this breaking change: No
  • How to migrate: N/A
