What this PR does:
Replaces the placeholder "work in progress" note on the Plugins page with a
comprehensive introduction to PipeCD's plugin architecture, including what a
plugin is, why the plugin-first approach matters, and a preview of the upcoming
Plugin Development Book with its full chapter outline.
Why we need it:
The Plugins page previously had no useful content for contributors or adopters
wanting to understand or build plugins. This gives readers a clear starting point
and links them to the translation tracking issue.

Fixes #6679
Does this PR introduce a user-facing change?:
