Use `VDPAU_DRIVER=va_gl` variable for GPUs other than Nvidia

Rare scenario now that VDPAU is removed and that VDPAU-exclusive apps are rare. One of those apps is Adobe Flash Player.
By default it tries to use libvdpau_nvidia.so, which obviously fails in non-Nvidia systems.

Until Max wakes up from winter, I will make the issue here, along with the sharun repo.

I guess this can be easily solved by hook.

Also, if I'm not mistaken setting VDPAU_DRIVER=va_gl only works when you install libvdpau-va-gl which just translates vdpau to vaapi.

So this is too niche to have a dedicated fix, it should be done at the adobe flash repo instead.

Meanwhile, I just globally set VDPAU_DRIVER=va_gl for Adobe Flash Player, it will cover most scenarios (for Nvidia if nvidia-vaapi-driver is installed, otherwise it fallbacks to software video decoding)
