task: notify in zulip channel if a component update breaks in helm-charts e2e

When a component is updated in helm-charts it is not guaranteed to pass CI.
Currently developers have to manually verify that a version they published was merged.
A nice feature would be to send a notice to the PR reviews thread in Zulip when one of these PRs fails CI:
platform-mesh/helm-charts#2227
