task: api-syncagent+kro ManagedProvider

Overview

I would like a ManagedProvider I can "just" deploy into Platform Mesh that uses kro and api-syncagent to handle ResourceGraphDefinitions in workspaces from one kro instance.

1. Deploy PM with kro+api-syncagent ManagedProvider
2. Create Org+Account
3. Order kro through Marketplace
4. Create RGD in Account
5. Create Instance of that RGD
6. See the resulting resources being created in the Account
