chore(deps): bump underscore and botbuilder-azure

Removes [underscore](https://github.com/jashkenas/underscore). It's no longer used after updating ancestor dependency [botbuilder-azure](https://github.com/Microsoft/botbuilder-js). These dependencies need to be updated together.
