Moves the agent/contributor guidance from CLAUDE.md into AGENTS.md (the cross-tool standard) so non-Claude tools read it directly. CLAUDE.md now imports it via Claude Code's `@AGENTS.md` syntax. AGENTS.md is added to .markdownlintignore alongside CLAUDE.md.
