Makes explicit what's been informal practice: contributions are welcome whatever the source, but clearly AI-assisted PRs need to have been through
pony-code-reviewfromponylang/llm-skillsfirst, with every finding understood and addressed. The same workflow is recommended for any contribution. Restates the long-standing junk-PR policy in light of how easy AI has made producing junk.
