This PR introduces a new decorative horizontal rule (
hr) shortcode extension for Quarto, along with styling and configuration support. It adds a flexible Lua shortcode, the SCSS implementation for various line styles and presets, and a new site-wideaccent_colorconfiguration option. The changes also include test catalog updates (i.e., GDG sites).
